| TOURISM IS A COOPERATION AREA OF UKRAINE WITH THE EUROPEAN UNION

Description of the issue. Tourism is a multifunctional phenomenon that combines economic, social, cultural and environmental concerns, it has a virtually inexhaustible potential for sustainable development, and closely connected with many sectors of the economy that determines its leading position in the socioeconomic life of countries. Ukraine has a presupposition, to enter the list of most developed coun-tries in the world of tourism: a favorable geopolitical location, great recr-eational potential. The strategic goal of tourism development in Ukraine is to create a competitive product on the market. Which will be able to satisfy tourist needs of the population. As a result of the progressive development of international cooperation in tourism, a quantity inbound tourists visiting Ukraine, growing annually. During 2010 Ukraine was visited by 20.6 mil-lion tourists inbound, that is 15% higher than the previous year. The main partners in the market of foreign tourism are the European Union, the par-ticle which in 2010 was 32% of the total. In 2010, Ukrainian citizens have made 15.5 million trips abroad (an increase - 4.7%), of which 43% of tour-ism is necessary for the EU [1]. Objective of the research is to find out main results and define pros-pects of cooperation of Ukraine and the EU in the tourism sohere. Main results. Ukraine pays great attention to cooperation with the Eu-ropean Union on the definition and implementation of global tourism poli-cy, the inclusion of Ukraine in the long-term program of financial and technical assistance and investment projects of the EU in the field of tour-ism. In fact for its recreational potential Ukraine has all chances to become one of the leading European centers of tourism. Development of coopera-tion with the EU is according to the Agreement on Partnership and Coop-eration between Ukraine and EU, and Strategy Ukraine's integration to EU. According to Article N72 “Tourism” of this Agreement: “The Parties shall increase and develop cooperation between them, which include: promoting tourism cooperation between the official tourist organizations, increasing the flow of information, transfer of “know-how“, to explore the possibili-ties of joint activities, training of personnel.” One of the trends of cooperation with the European Union in the field of tourism is TACIS Project “Support to Local Development and Tourism of Carpathian region”, which is implemented in June 1999 in Chernivtsi, Ivano-Frankivsk, Lviv and Transcarpathian regions. From the time as the project started working, quantity of tourists who visited the Carpathian re-gion, has grown from 330 to 386 thousand (17%), income from tourism - from 24.2 to 50.9 million, the number of tourist enterprises - from 241 to 379. Income from tourism increased by 111% [2]. Carried out adaptation of tourism legislation to the relevant EU direc-tives and standards. Rebuilt legal base of bilateral cooperation with EU countries. At present signed eight international agreements on cooperation in the tourism industry with EU members, especially, Greece (1996), Es-tonia (in 1994), Latvia (2000), Poland (in 1994), Slovakia (2001), Hungary (2001), Finland (2000), Lithuania and Austria (in 2004). On the territory of Ukraine with the support of the EU created a system of tourist information centers, through technical assistance programs Twinning Projects. The main goal of this project is to create an effective and efficient system that will promote information and promotional mate-rials through the provision of a network of tourism information centers in the regions of Ukraine.[3] Another tourist destination that the EU interested in is the Crimea. As informed the “New Region”, the European Union develops an investment plan, “The joint initiative of cooperation in the Crimea,” in which the re-gion next year will receive about 12 million euro [4]. For each EU member state will be strengthened a specific direction of development of autonomy: the UK will be responsible for economic development, Sweden - envi-ronmental protection, the Netherlands - for civil society [5]. The European Union has sent to the Crimea a group of experts in tourism, which will soon draw up their recommendations to promote tourism and improve the social sphere of the autonomous republic. According to the Ambassador of EU Jose Manuel Pinto Teixeira, the whole funding will be 12 million euro over two years, which will quickly see the result [6]. Conclusions. At present Ukraine is developing international tourism cooperation by cooperating with the European Union. There is a harmoni-zation of Ukrainian legislation in the tourism industry with the directives and other acts of the EU. It makes Ukraine opened for international tourism cooperation. This will facilitate attracting investors in the tourism sector. This will facilitate attracting investors in the tourism sector. In addition, it will raise standards in tourism, create new workplaces and will attract a variety of categories of tourists.
