| APPLICATION OF THE PROJECT “TWINNING” IN UKRAINE AS AN INSTRUMENT OF CONFORMITY “ACQUIS COMMUNAUTAIRE” IN THE EUROPEAN INTEGRATION

Description of the issue. The relevance of the topic is primarily determined by matching national development priorities of the state. At the present stage of development of Ukraine the stability of social policy is seen as an important element of the economic strategy and strengthening the social orientation of the economy has become essential for policy reform. More then, it is necessary to accent that realization of mentioned goals in framework of European integration of Ukraine requires the accommodation of theirs political and law systems. One of methods that enhance that process can be realized within the «Twinning» project.
Objective of the research is to define possibilities and prospects of EU-Ukraine cooperation in the «Twinning» project.
Main results. The National Action Plan for 2011 to implement the "Program of Economic Reforms 2010-2014" envisages reforming education to improve the quality of education and competitiveness, the development of state standards of primary, basic, vocational and technical education, the use of the National Qualifications Framework.
EU offers to countries covered by the European Neighbourhood Policy, the opportunity to participate in various EU activities through more intensive cooperation in the sphere of politics, economy and culture, with a view to strengthening stability, security and well being of all partners.
Implementation of Twinning was launched by the European Commission in 1997 in the context of EU enlargement. This new tool of institutional development has been created for the integration of EU legislation into national legislation of a beneficiary.
Twinning (TWG) is an instrument of institution building, the form of direct technical cooperation between central authorities of the country, prominent beneficiaries of this type of EU external assistance, and the authorities of the member countries of the European Union. Twinning aims to help beneficiary countries in the development of modern and efficient central and local government structures, human resources and managerial capabilities that allow to implement EU legislation (“acquis communautaire”) at the level of the standards adopted in EU member states. Twinning provides the framework for public authorities working with partners from EU member states. Together they are developing and implementing a project aimed at integrating into the national legislation and implementation of a specific part of the “acquis communautaire”.
Acquis in the social field includes minimum standards for labor rights, equality, health and safety and protection from discrimination. Member States participates in social dialogue at European level and in EU policy processes in the field of employment policy, social inclusion and social protection. European Social Fund is the main financial tool through which the EU supports the implementation of its Employment Strategy and contributes to social inclusion increased.
Ukraine should be represented in the Twinning project governance, in which: you can find these types of controls in the EU member states, associated with areas of cooperation under the EU-Ukraine Partnership and Cooperation Agreement, the European Neighborhood Policy Action Plan and other important bilateral agreements.
Coordination of Twinning Operations in Ukraine is a framework for coordination and regulation of Twinning in Ukraine.
The main achievements of the project:
1. Memorandum of Understanding between the Government of Ukraine and the European Commission.
2. The status of the program coordinator inclusive of institutional development (program CIB).
3. Leadership of Ukraine among the countries of the European Neighbourhood Policy on the use of instruments Twinning:
The quantitative indicators using tools (44 projects for 2010).
Adoption, as well as sustainable and efficient use of national procedures.
Strong Administrative Office programs Twinning.
The annual regional conference on institutional development in the city of Kiev.
Conclusions. Twinning Project founded to support the modernization of Ukraine's legal standards and principles of education and training in line with European policy learning throughout life.
The defining feature of the Twinning project is a direct exchange of specific experience in a particular area of state regulation in order to implement EU norms and standards, the transfer of "know-how" and best practices among public authorities of the countries – EU Member States and their partners, beneficiaries, to develop a unique national experience.
